Abstract
Both inservice education and long-range planning are being increasingly mandated for local education agencies by federal and state legislative and regulatory bodies. However, most personnel in local school districts have little or no training in the processes of either area. In order to comply with an increased demand for more inservice education and long-range planning, school districts find it necessary to develop appropriate processes to be used; however, it is even more important to have effective processes—ones which actually benefit the district and its personnel, and do not merely cover the mandates. In addition, these mandates are aimed at bringing about change.
