Facility Type The project to be undertaken is a Mexican Cultural Centre Complex in Lubbock, Texas. It is a public facility providing business, education, art, and entertainment to promote an understanding of the Mexican background, heritage, and culture. Scope of Project There will be five principal categories of activities in the complex: 1) Cultural, 2) Social Service, 3) Instructional, 4) Social, and 5) Administrative. The facilities providing these functions are: 1) Administration, 2) Theater, 3) Museum, 4) Business, and 5) Education. Context Statement The site is located directly west of Interstate 27 (north/south) and just north of fourth street (east/west) in Lubbock, Texas. Lubbock is currently the largest city within a three hundred mile radius and has earned the title of "Hub City of the South Plains". The selected site within the city is predominately of Mexican population with much of the area situated amongst industrial warehouses and shops along with residential. The proposed east-west freeway will run directly south of the site, which is currently fourth street. This in turn will situate the project on the corner of Lubbock's two major vehicular roadways.
