Abstract

The mental health center is a facility for the treatment, cure, and rehabilitation of psychological problems pertaining to mental health. The purpose of the center is for the treatment and cure of each patient of an individual or group basis.. Patient care is to be confined to patients age sixteen and over. The mental health center is being developed by a group of twelve (12) doctors who have formed a corporation, known as Mental Health Incorporated. The corporation will form the governing board for the mental health center. The mental health center is to initially financed by the corporation in the amount of $600,000.00 and a mortgage loan of $500,000.00 from a large insurance company. A loan of $500,000.00 has been secured from the Hill-Burton Fund for New Mental Health Facilities. The Hill-Burton Program will par for one-half of construction cost up to $1,000,000.00. The total of $1,600,000.00 will cover preliminary planning and construction of the facility. Grants from foundations will help in the operating and research expense once the center is completed. The mental health center will be owned by the corporation. The loan from the insurance company will be a self-retiring mortgage set up on a thirty (30) year repayment plan. Services rendered to patients will be utilized for repayment of the loan. The site for the project has been selected as Lubbock, Texas. In the preliminary stages of the development and in construction and operations, all national, state and local codes, laws and ordinances will be met.
