Abstract
This article covers history of trade between the United States and Mexico, and how job opportunities have increased in both countries. It addresses many issues including: pre-NAFTA procedures at the U.S.-Mexico Border; the trade changes post-NAFTA—specifically Texas Commercial Vehicle Standards; Mexico’s Commercial Vehicle complaint and the United States’ response; the role of federal agencies concerning commercial vehicle regulation at the border; the role of Texas agencies concerning commercial vehicle regulation at the border; Public Citizen v. Department of Transportation; and the effect of environmental standards on Texas agencies. The article concludes with an explanation of the Supreme Court’s decision in Department of Transportation v. Public Citizen.
