Traces the historical origins, development, and current uncertainties of the procedural rules concerning the competency of criminal defendants in Texas. It specifically covers Morales v. State and Townsend v. State. Lastly, it provides different solutions such as a mandatory pre-trial hearing on the issue of competency to stand trial and shifting the full burden of raising incompetency on the defendant.
