Abstract

Analyses the President’s National Energy Plan. The authors recognize potential problems and make suggestions for compliance with various statutes including “the National Environmental Policy Act, the Clean Air Act, and the Surface Mining Control and Reclamation Act.” The authors express skepticism, but believe that the plan will be effective with “vigorous enforcement.”
