Top picture: March against the city of Lubbock's contemplating an appeal of the single-member district court case all the way to the US Supreme Court. The march and organization that formed to fight the city's insistence in maintaining a whites-only electoral structure succeeded in persuading the city to desist. Thus, the 5th Circuit Court of Appeals' decision to allow single-member districts in Lubbock, Texas was upheld and applied for the first time in May 1984. Eliseo Solis, Lubbock County Commissioner, chaired and along with the other elected officials were the first Chicanos elected in their respective jurisdictions. Representatives came from the West Texas area covering Midland-Odessa to Amarillo.
