Comparative health policy: United States and Mexico

The purpose of this study is to determine why the United States and Mexico have similar health policy outcomes. It is postulated that the United States and Mexico: (1) are comparable, (2) have similar outcomes in health care delivery, and (3) that there lies a similarity between these two countries which has resulted in both countries having similar health care policy outcomes. It is argued that the similarity is based upon elitism in the health care policy making process. Although the elite role in the health care policy making process is structured differently and the players may be different in each country, or change over time, functionally this role has dominated health care policy outcomes in both the United States and Mexico.
