The community Mental Health Center is conceived as an open society, a complex of healthy, integrated relationships and facilities which welcome anyone in the community, sick or well, to become an active member. The Mental Health center weaves mental health services into the fabric of society, thus treatment and prevention are equally important goals.

When the project is completed it should provide an enjoyable and functional entity which will serve as a catalyst to promote better living for all citizens; to prevent mental illness, emotional distress, and social disorder; to treat mental illness and emotional distress and to minimize disability.
