Introduction

Although we refer to our span of coverage (July 1, 1980, through June 30, 1981) as a survey period, our coverage of the cases rendered therein is not a typical survey treatment. Instead, we have attempted to concentrate on analysis of significant advances, retreats, and perhaps blunders in the law. Our ultimate goals are twofold: to become an important trend-spotter and to assume the role of conscience of the Fifth Circuit. To commemorate the historical split of the Fifth Circuit, this issue contains remarks delivered at the dedication ceremony of the New Fifth Circuit.
