Abstract
This comment examines both the historical and present decision making processes used in planning future water use along the Rio Grande and more generally the state of Texas. It explores the following three aspects of water planning for future use: 1) conservation, 2) maintaining environmental flows, and 3) matching supply and demand. This comment begins with an explanation of the history of water law and planning Texas, then it talks about Rio Grande specifically, state water planning, water planning on the Rio Grande, the Colonias near the Rio Grande, and finally concludes by pointing out necessary considerations for state plans and enforcement concerns.
