Abstract
Discusses the constitutional implications surrounding the questions: can Congress nationalize public education? And, if so, should Congress exercise the power? The author does not state a conclusion but asks if the government can provide an equal educational opportunity to all children regardless of race or economics should this not be something to consider? So while the definitive answer is not provided, there is an exploration of public education in the United States as well as these constitutional questions and concerns.
