Abstract
Special educat ion for exceptional children is recognized as an integral service within the total framework of the American public education system in every state. 1 Special education is a service for the child who deviates physically , mentally, or socially to such a degree that he cannot benefit from the regular school program. Widespread recognition of t he exceptional child 1 s right to such a facility is evidenced by the rapid growth of speical education programs as the Albuquerque Public School System. Their system's growth reflects faith in the American public schools and places responsibility on its personnel for implementing education that will bring returns to the L1dividual and to the community. A consideration of the community's needs and the abilities of these "trainable children" along with the application of an educational environment suited to their special requirements is the purpose of this thesis.
