Abstract

Looks at the developments in Civil Rights law that were present in the Fifth Circuit Court of Appeals this term. The survey discusses topics such as mental health, school discipline, and employment discrimination. While courts provide forums to redress the deprivation of civil rights, they often are also called upon to develop new rights. The Fifth Circuit has been a leader in the developing area of civil rights. During the survey period the court continued to refine and enforce rights previously articulated, while recognizing new rights in areas such as mental health, school discipline, and employment discrimination.
