dc.description.abstractIntroduces several of the issues addressed in the 5th Circuit Court of Appeals in 1975. The author describes the litigation before the 5th Circuit, which contained many unanswered questions concerning federal environmental legislation. The author concludes that, all in all the Fifth Circuit cannot be faulted for noninvolvement in environmental issues.en_US
