Abstract
This comment begins with background behind the Texas Higher Education Coordinating Board, then explains the organization and major powers and duties of the Board. It primarily discusses the key aspects of the Board’s mission and its implementation of Closing the Gaps, The Texas Higher Education Plan, a strategic plan to raise the bar in Texas. It addresses the four main points of the plan: participation, success, excellence and research. Lastly, it covers the Texas Ten Percent Plan specifics, effects, and the future of the Ten Percent Plan under recent Gratz and Grutter decisions.
